The turn of the Declaration now proposed in the marked passage of the enclosed letter is satisfactory inasmuch as it will exclude the Leased Territory at Hongkong; but surely it would be too great a leap in the dark to make a declaration in respect of all future territory or spheres of interest which may hereafter be acquired by us, as is virtually proposed.
I would suggest instead of what the U.S. Ambassador proposes that "the Declaration should be framed so as to apply expressly to the territory of Weihaiwei".
